When Is a PPJK Power of Attorney Needed?

Whenever an importer or exporter does not handle its own customs obligations and hands them to a broker. The basis is in the Customs Law: customs obligations may be delegated to a PPJK — and "delegated" means there has to be a valid, written grant of authority.

  • Filing a PIB (import) or PEB (export) through CEISA 4.0 on your behalf
  • Paying import duty, excise, VAT and import income tax in the grantor's name
  • Attending physical or document inspections and obtaining the SPPB release order in the customs area
  • Corresponding with the Directorate General of Customs and Excise about that clearance

Required Components of a PPJK Power of Attorney

  1. Identity of the grantor

    The signatory's name and position (it must be someone authorized to represent the company — a director named in the deed), the company name, tax number (NPWP), and full address.
  2. Identity of the broker

    The broker's company name, its PPJK registration number / customs access, tax number, and address. Make sure the customs access number is valid — see how to check it below.
  3. The "special authority" clause

    A customs power of attorney should be a special authority: spell out the acts being delegated (filing PIB/PEB, paying duties, handling inspection and the release of goods). Authority drafted too broadly risks being rejected or misused.
  4. Validity period

    State the start and end dates, or a clause reading "until revoked in writing". For an ongoing relationship it is usually written per period — a year, say — and renewed.
  5. Signatures, duty stamp, and company seal

    Signed by both parties; the grantor signs over a Rp10,000 duty stamp, with each company's seal applied.

Common Mistakes That Make a Power of Attorney Fail

  • An unauthorized signatory — signed by a staff member rather than a director named in the company deed.
  • Scope drafted too broadly — "to handle all matters" with no detail, which can be used well outside customs business.

  • No duty stamp — which weakens the document's evidential weight.
